The financial, economical and environmental constraints in the structure design and operation management of optimal energyefficient gas transportation networks

Annotation:
A previously considered general and simplified mathematical models for the economic optimal structure design and operation management of natural gas (NG) transportation networks (NGTN) in accordance with economic objective goal is further developed to include financial market mechanisms and environmental constraints. It is shown that introducing these constraints leads to more complex mathematical models resulting in multiobjective optimization stochastic algorithms.
The goal of this article is to formulate a general mathematical model capable of including both financial and environmental constaints and to show how suitable algorithms can be employed to carry out the resulting economic and ecological optimization problem. Indeed, the high computational load required in case of complex gas networks and supply chains makes it imperative to use the most advanced and efficient numerical algorithms of decision making.

Annotation:
The article considers the features of procurement management in the contract system of RF through the prism of the theory of control of resistance to change. The institutional environment of public procurement was investigated, a number of characteristic reasons for resistance to changes in the procurement sphere were revealed, their objective nature and consequences were examined. The decomposition of limiting factors of transformations in modern procurements and methods of their management are given.

Influence of intellectual capacity management on the distribution of information technology in the region

The article discusses ways to improve the market situation in Russian regions through the application of innovative processes and the development of intellectual potential. It was found that the new paradigm of regional development involves informatization and intellectualization of management methods and technologies. Annotation:
The engines of the global economy, the determinants of its sustainable development become megaregions with significant innovative potential, while some of them (for example, Moscow region) are experiencing the negative impact of monocentricity agglomeration with Moscow, have an imbalance of intra-regional socio-ecological-economic development, low level of competitiveness. In this situation it is necessary to develop models of the integration-balanced interaction based on polycentric agglomeration, providing the elimination of imbalances in the level of development of economic entities included in the megaregion, and the standard of living of its population.

Annotation:

Annotation:
The article deals with information and analytical technology, implemented in their storage and transport systems, supporting management processes in the field of oil and gas resources, trade and services. The aim is to organize the monitoring of trade in respect of the companies that supply of resources or the provision of services to oil and gas resources distributed electronic commerce markets and services for their storage and transportation. The approaches to the analysis of information resources that form the basis of data on production, transportation, storage, processing and marketing of oil and gas resources as a result of various forms of communication for commercial transactions on distributed electronic markets. It is proposed to make a comparison of the data of individual companies involved in the deli very of resources and services to the previously accumulated information, structured as information portraits of events in relation to identifying typical (atypical) business transactions for various types of oil, gas, service, shopping, etc. companies. The analysis highlighted the indicators characterizing the chain (or rather, systemic-structural matrix) links on the movement of commercial products and services within the electronic trading systems combining electronic trading platform (ETP), with services to identify atypical events, which do not coincide with the dynamics of trade operations in earlier periods. Considered technology is offered as part of the activities of oil companies control technology, use of information systems supporting management processes in the field of oil and gas resources, trade and services for their storage and transportation.

Annotation:
The article examines key aspects of the practice of applying to measuring comparative efficiency – the Data Envelopment Analysis (DEA) method or the DEA method. This method was used by the author to find an aggregated estimate of the comparative effectiveness of the implementation of the consolidated budget by the subjects of the Federation and territorial state extra-budgetary funds in the sphere of preschool education at the end of 2015.

Annotation:
Current research has investigated aspects of the external environment of the enterprise and has determined strategic development prospects of enterprise activity in the market of the paintwork materials by using Porter’s Five Forces and growth share matrix. Stable functioning of enterprises is possible only during the economic growth which depends on managers’ skill to predict the consequences of requirements of the market, correctly vet and effectively manage by given opportunities and actively influence on the behavior of the external environment. The strategic analysis of functioning of economic entity in the context of uncertainty in external environment, is the basis of the selection and implementation of adequate and effective management decisions to ensure business sustainability strategy for the long term.

Annotation:
The paper describes the use of business diagrams and charts, and in particular the mind maps systemic design and visual thinking problems. The issues of misuse and distortion are discussed. These problems are caused by fashion of visualization, and the widespread occurrence of consulting companies and poor quality publications on the Internet and the popular business literature.
