The paradigm of «grand challenges» as a new stage of the development of the world economic system

The results were received on the basis of the implementation of the scientific project of the Russian
Foundation for Basic Research (RFBR) No. 18-014-00001 «The model of the multi-vector socio-economic policy of interaction between the Russian Far East and the APR countries – ways of reducing the unexpected effects from the onset of «Grand Challenges».

Annotation:
The purpose of this research is the definition of the paradigm of “grand challenges” in the context of the necessity of the regularly identification and correction based on a scientific basis the priorities for the development of the world economic system. As a rule, the modern researches state the world problems and without evidence define them as “Grand challenges”. Obviously, the “Grand challenges” paradigm has not been completely explored, nowadays it has a lot of gaps, it is only a fragmentary reviewing of individual issues. It was conducted the identification of the hierarchical classification of “Grand challenges”. It was determined the factors of its formation under the influence of internal and external environment, it was investigated the history of spatial development of “Grand challenges”. This research suggests a new vision of integration interactions by the concept of “grand challenges”.

About synergetic essence of interaction of elements of industrial integration formation

The justification for the model of an open organizational unit that may be suitable for a quantitative description of the phenomenon of self-organization is given, and a definite rule for the formation of industrial integration education and the functioning of organizational units in its composition that characterizes the direction of changes in synergetic properties is formulated. The questions of self-organization of organizational units on a synergetic parameter and the main factors of efficiency growth in the formation and development of industrial integration education are considered.

Regional management of financing of the reproduction of fixed capital in agriculture

Annotation:
The article is devoted to the process of managing the financing of the reproduction of fixed capital in agricultural organizations in the region. The analysis of the availability, security, quality and efficiency of the use of fixed capital in the agricultural sector of the region and the process of its reproduction (on the example of the Oryol region) is carried out. A study was made of the composition and structure of sources of financing for the reproduction of fixed capital in the regional agrarian sector, and the dynamics of the volumes of state support for agrarian enterprises and its part directly related to the reproduction of fixed capital were analyzed. In order to strengthen the investment opportunities of the region, it was proposed to link the allocation of budget financing for the renewal of fixed capital with the volumes of products sold by agricultural enterprises. A mechanism for the formation of investment funds at the regional level was proposed through the creation of a Regional Investment Fund for the development of the material and production base of the agro-industrial complex, the use of financial resources of which should be followed by a differentiated approach based on targeted support for agricultural sub-sectors that are priority for the region.

Annotation:
Industrialization is an important factor in the economic growth. In many developed countries and emerging economies in recent years, there has been a “boom” in the development of eco-industrial zones (eco-industrial parks), special economic and investment zones as objects of national economic development strategies based on the principles of a closed-cycle economy.
The circular economy assumes a transition from linear production systems to cyclical (or closed) ones, which will reduce the consumption of primary natural resources by increasing the efficiency of their use at all stages of production, distribution and consumption of industrial products. In this article, the main elements of the closed cycle economy concept, perspectives and barriers to its development in Russia are considered.

Annotation:
The most important factor determining the development of labor potential of health care institutions in rural areas is the socio-psychological factor, as it is characterized by such indicators as global and local macro environment, physical and psychological climate, sanitary and hygienic working conditions, job satisfaction, organization of joint activities and others that determine the productivity of staff. An objective assessment of the socio-psychological climate affects the degree of extrapolation of professional competencies of labor potential in health care institutions and forms a stable organizational culture, which together determines the quality of the employee’s working life, and the optimization of the socio-psychological climate, will increase the motivation of staff and ensure the growth of productivity.
Analysis of the current state of socio-psychological climate in health care facilities in rural areas shows a number of problems and allows us to suggest priority directions for its optimization that can be applied when developing projects for improving the system of work organization, rationalization and regulation of the labour activities with the purpose of increase of efficiency of activity of enterprises.

The behavior of enterprises in the market can be represented using mathematical models. The presence of such a model allows us to forecast not only the behavior of each enterprise in the market, but also the general reaction of the market to certain marketing actions. The purpose of this article is to determine the mathematical relationship between the factors that determine the activity of the mass media' market subject and its revenues. In preparing this work, general principles for constructing mathematical models were used.

Annotation:
The purpose of the study is to clarify the composition and content of the organization’s economic security key aspects. A model of five key aspects of the organization’s economic security is proposed, characterizing transparency, predictability, degree of the regulatory requirements compliance, organization’s efficiency and competitiveness. Each of the aspects, in turn, is the responsibility of the relevant subsystems and divisions of organizations. The place of internal control systems, risk management systems, compliance control systems and other organizational units in the process of assessing economic security is analyzed.
