The evolution of technologies and change management

Annotation:
The key role of change management at the company level under the conditions of the predominant technological processes and production means is underlined. Four periods of the evolution of technologies are described, namely: the research and technical, the technical and economic, the economic and social, and the social and regulatory ones. International and Russian approaches to regulating the industrial development based on the principles of Best Available Techniques are analysed. Examples of the change of predominant technological processes in chemical industry and in the production of construction materials are given. Special features of the current period of transfer to Best Available Techniques in Russia are described.

Transnational corporations as a form of entrepreneurship in the modern economy

Annotation:
Radical changes in the structure and functioning of the world economy contributed to accelerating the transnationalization of the productive forces and factors of production, which are based on the international movement of entrepreneurial capital. Transnational capital operates globally outside the countries of origin, making extensive use of the comparative advantages in the distribution of productive forces. Under its influence, the growth of foreign trade is far ahead of the increase in production. Transnational corporations are becoming the most common modern form of entrepreneurship in the global economy. The article reveals the essence and structure of modern TNCs, analyzes certain aspects of the development TNCs, and also reveals the specifics of the influence of modern TNCs on the development of the world economy.

Annotation:
The article discusses the current trends in the development of foreign innovation clusters. The national cluster programs of Europe, European cluster initiatives were considered, the forms and methods of cluster management and financing were noted. As an example, the biotechnology industry is presented to analyze the successful and prospective functioning of innovation clusters.

The article shows the influence of information technology on economic development. The phenomenon of artificial intelligence is considered, the areas of its application are given. The dynamics of the volumes of services using artificial intelligence and digital technologies are analyzed, the directions and prospects of business digitalization are evaluated. The main indices describing the competitiveness of the economies of several countries of the world are given, the place of the Russian Federation in each of the ratings is shown. Positive and negative effects of the artificial intelligence is presented.

Patent analysis as a modern tool of strategic management for an innovative company

Annotation:
The article deals with the transitional nature of strategic management, new tools for the development and implementation of the strategy, including patent аnalytics. The author shows that using the methods of patent analysis it is possible to determine the goals, to analyze the market and build a strategy, to correlate the strategic plan and the current management, to assess the effectiveness of the use of developments at the level of an individual company. The methods of patent analysis and search patent databases are given.

Annotation:
The competitiveness of regional economy as characteristic of assessment of the end results of activity of all participants of a regional economic system is provided with activization of innovative processes with the most variable scenario of use of resource potential now. At the same time increase and achievement of the steady growth rates of regional development which are carried out within accurately goals of the state economic policy defines need of development of the directions of the regulating impact of regional public authorities on scenarios of use, transformation and modification of resource capacity of the region.
The analysis of a perspective of formation of competitive advantages of regions and territories shows existence of a number of problems and allows us to offer the priority directions on ensuring competitive development of the region which can be applied by bodies of the state and municipal authority when developing programs of development of competitiveness of the region.

Implementation of the project-based approach in the public finance management in the Russian Federation: problems and perspectives

Annotation:
This article presents an analysis of the first stage of implementation of the project-based approach within the system of public finance management, initiated by the government of the Russian Federation at the end of 2016. In particular, the legal and organizational premises of this approach are being investigated. Special attention is devoted to some shortcomings of its practical realization and to policy-relevant ecommendations that seek to achieve a certain degree of improvement of this approach.

Annotation:
The aim of the work is the theoretical substantiation of the need to modernize the existing ones and to develop new directions for improving the mortgage lending system in the post-crisis development of the Russian economy. The paper proposed a comprehensive indicator for assessing the effectiveness of the functioning of the mortgage lending system and explored the feasibility of its practical application. Based on the developed integrated approach, the authors monitored the effectiveness of the functioning of the mortgage lending system throughout the country. The results of the calculation of the complex indicator suggest a significant increase in the efficiency of the organization of financial, economic, and organizational and legal relations that emerge during the operation of the mortgage lending system in the Russian Federation. The proposed comprehensive indicator acts as a kind of indicator that will ensure the spatial and temporal comparability of criteria and indicators of the state of the primary and secondary mortgage lending markets, form a unified and publicly accessible information base of the system development dynamics and its elements, identify priority areas for regulating the country-specific type of lending through analysis and diagnostics of the indicator.

Annotation:
The article describes a comprehensive study of the system of economic and financial indicators, reflecting the performance of companies in the oil and gas industry in Russia. A system of financial and economic indicators of complex efficiency is proposed and quantitative calculations are made for individual companies and the industry as a whole. The authors show that the oil and gas industry makes a significant contribution to the formation of federal budget revenues in Russia. Taking into account the potential of NGK to expand hydrocarbon production, it will remain the main sector of the country's economy.

The search for the roots of historical institutions in deep antiquity is a way completely justified and necessary. However, sometimes the most ancient phenomena in their origin underwent such strong transformations in such conditions that their initial characteristics could not be found only after a simple reading of historical monuments of law. One of these phenomena seems to us to be the institute of the Old Russian private audit, whose presence in the financial life of the Slavs and with the greatest visibility can only be said after a deep understanding of the customs of trading deals. «Zaklich», «The Commandment on Bargaining» in Oustav of the Grand Duke Yaroslav Vlademerich of Sudh, article 27 of the section «On Chelyadins» in Pravda Rouskaya – the listed acts and similar provisions included in the Code of Trade Law are in their content, all describe the procedure without which it becomes completely impossible to admit the thought that private control in Ancient Russia did not exist.
