Development of a development strategy by a small and medium businesses: theory and practice

Annotation:
The article examines the main causes of problems in enterprise management. The author presents the process of developing an enterprise development strategy adapted for small and mediumsized businesses. On the example of an enterprise operating in the bakery industry and entering the medium-sized business segment, a development strategy was developed. Recommendations on the implementation of the developed development strategy are proposed, allowing the company to improve its position in the market.

The article provides a scientific substantiation of the need for benchmarking to ensure the viability of the territory through a systematic competitive comparison of the socio-economic development of some regions and municipalities with others, more successful in the modern economic space. The conceptual foundations of the viability of territories in the modern economic space have been clarified; the features of benchmarking provision of vitality of territories are disclosed; promising projects of benchmarking ensuring the viability of territories in a competitive environment are characterized. Scientific and applied recommendations, conclusions and proposals of the authors will be useful in performing benchmarking studies aimed at ensuring the viability of territories in a competitive environment.

Annotation:
The article proposes a model for the construction of salaries of civil servants of the Republic of Kazakhstan based on the specifics and features of the implementation of anti-corruption policy, including taking into account motivational factors affecting the remuneration system of civil servants. Based on the construction of the trend model, the forecast values of the average monthly salary of civil servants for 20232025 have been determined, confirming that with an increase in the salary of civil servants, it is possible to reduce corrupt actions on the part of the state apparatus.

The role of the government in international oil and gas trade

The paper considers foreign oil and gas investment projects of state-owned enterprises, micro- and macro-risk factors of their activities, as well as macro-risk factors faced by state-owned enterprises in the implementation of foreign projects, namely political, economic and social factors of supplier countries. In this direction, the government of the investor country can use political support, help companies identify and analyze risks and, ultimately, manage risks.

Annotation:
A universal measurement method and a model for managing the level of competitive potential of a motor transport enterprise are proposed. Measurement of competitive potential is based on the integration of individual indicators of competitive potential into a numerical criterion using the decomposition-aggregate method. In the proposed competitive potential management model, at stage I, the group indicators of the assessed object and competitors are compared, and based on their results, measures are developed to improve complex indicators if they are inferior to those of competitors. At stage II, competitors are compared according to integral indicators of their competitive potential. An example of assessing the competitive potential of a motor transport enterprise is given.

Annotation:
The article contains an analytical review of the digital technologies used by enterprises in the real sector of the economy and the service sector. The trends and patterns of digital transformation of business entities are systematized using indicators such as the structure of internal and external costs for the development of digital technologies, the dynamics of the volume of digital services provided and the use of special software. A model of a digital transformation management system is proposed that increases the level of digital maturity of business entities and the economic system as a whole.

The article describes the main reasons for making weakly evidential management decisions cognitive distortions, conformism, agency conflict, internal competition, lack of data; their classification according to the degree of awareness and controllability is given. Annotation:
This paper reveals the problem of heterogeneity of sharing economy projects. Therefore, criteria that can be used to attribute projects to sharing economy have been identified. They include a digital platform, access, personalized product or service and collaborative consumption. A matrix has been constructed showing that projects which should be classified as part of the sharing economy correspond to at least two of the identified criteria.

Annotation:
The article discusses the features of anti-crisis management of cultural institutions in current conditions of political and economic sanctions. Special attention is paid to the work of autonomous institutions as a promising form of work of cultural institutions in crisis conditions. Annotation:
This article is devoted to the least studied type of anti crisis management-anticipative management. The author considers and analyzes the anticipative management on the example of the housing and communal services sector, its main components, its application at the present stage, suggests measures to overcome the crisis or prevent it. The article presents a model of preventive and anti-crisis management of the risk of bankruptcy of enterprises. The study also revealed that one of the acute problems of the housing and communal services sector is the bankruptcy of such enterprises. According to the data conducted in the study, it was revealed that the introduction of anticipatory management will be able to partially suspend the onset of crises of the enterprise, promote the adoption of an effective anti-crisis strategy.

Annotation:
The development of regional systems for waste and secondary resources management is one of the tools for implementing the strategic goals and objectives of the Russian Federation in the field of waste management.
The manuscript contains proposals for the eco-industrial park organization on the field of the Republic of Khakassia, the basis of economic activity of which is to provide complex recycling and disposal of waste, the involvement of secondary resources in production processes and manufacturing of industrial products that are in demand in the region and nearby areas. A fundamental technical and economic assessment of various technological solutions and potential socio-economic and environmental effects from their implementation was also carried out.
