Actualization approaches to strategic management of the development metallurgical corporations

Annotation:
The article carried out a semantic analysis of the «strategic management» definition, considers the points of view of the authors of various scientific schools of the concept under study. The relevance of the study is confirmed by the dynamics of publication activity obtained using bibliometric and content analysis tools. The process approach is recognized as the most common in theory, the popularity of systemic and innovative approaches has been proved. The growth of followers of the concept of strategizing is revealed, which serves as a prerequisite for its selection as an independent management paradigm. As a result of comparing the elements of the current corporate development strategies of the leading steelmaking companies, similarities and discrepancies were noted in the targets within the objects of study and in the context of the direction of the industry’s strategic priorities for the near future.

Annotation:
The reform of the administrative system of the Russian Federation is aimed at improving the quality of public services, and, consequently, the quality of public administration. But, the applied tools do not always give the expected effect, and sometimes lead to even greater bureaucratization of processes and demotivation of civil servants. Despite the fact that the prospect of improving the quality of life through the quality of power still looks uncertain, but the introduction of principles and procedures for results-based management and key performance indicators, taking in to account the characteristics of the civil service, cannot but affect the increase in the efficiency and effectiveness of civil servants. It is necessary to develop specialized versions of software for diagnosing and optimizing processes, adapted specifically for the public administration system.

Annotation:
The article is devoted to the study of the possibilities and results of intensifying interregional cooperation in the face of sanctions pressure. At present, we consider the use of territorial benchmarking and the development of creative industry sectors as significant, but underused prerequisites for the development of cooperation between regions and municipalities of Russia. The authors support and develop the assertion that the prospects and effectiveness of interregional cooperation, including under sanctions pressure, will largely depend on the further development and active use of such new financial mechanisms as “horizontal” subsidies and “horizontal” budgetary loans. We consider it necessary to create institutions for the development of cooperation between regions and municipalities, which could become, among other things, coordinating bodies, coordinating, advising, information-supporting cooperation projects, both at the federal, regional and local levels.

Annotation:
The article formulates and substantiates the conceptual provisions of the approach to the integrated assessment of the economic efficiency of the system of providing metallurgical enterprises with prepared materials. It is shown that the methodology for evaluating the effectiveness of the system should proceed from the principles of taking into account the impact of the organization of transport on the efficiency of the main production, ensuring the ultimate goal of transportation – the possibility of direct consumption of materials. To assess the economic efficiency of the implementation of the material and information flows management system, an integral indicator is proposed. The principles of practical implementation of the concept of improving the quality of the implementation of the goals of the system are proposed. The effectiveness of the introduction of intensive technology of delivery of materials to the consumer is evaluated.

In the article, the author analyzes the factors influencing the price trends of Russian ferrous scrap in modern conditions. In the current economic conditions, the usual sales markets were lost and logistics supply chains were broken. Enterprises are forced to adapt and change their strategic plans. Annotation:
The article provides the author’s definition of the concept of a digital ecosystem based on the analysis of existing interpretations of this concept, as well as the rationale for the similarity of digital ecosystems with ecological systems based on the selected components and features, and the results of developing the main directions for a comparative analysis of existing digital ecosystems. Taking into account the main similarities with ecological systems and the specifics of digital ecosystems as an economic category, their classification has been developed and criteria for classifying a digital unit as a digital ecosystem have been determined. The developed criteria are disclosed from the point of view of analytical possibilities of use in the construction of a system of indicators for assessing the state and development of digital ecosystems. In the course of the study, theoretical and empirical scientific methods were used, including methods of abstraction, analogy, analysis, synthesis, evidence, comparison and data visualization.

Annotation:
The article presents the results of a study of conceptual models for managing construction projects in cross-border construction markets, analyzes methods for optimizing project risks, identifies problems in the formation of hierarchy and relational correlations, which leads to the need to improve the management of international projects. The authors consider the main provisions of the developed system model for managing cross-border real estate in the context of the project stages of the life cycle and risk management of the construction object, taking into account the use of a data-oriented approach to project management, the implementation of a digital twin of the object, the use of neural networks for systemic control of project risks according to target evaluation indicators. A mechanism for monitoring and controlling project risks of a development project in the management of integrated systems and elements in cross-border construction is proposed to improve the efficiency of the implementation of construction projects in the cross-border market.

The article presents the dynamics of Nornickel’s sales structure by major geographical markets and by metals supplied to global markets, as well as in metals supplied to world markets. The article includes the results of the analysis of the attractiveness of strategic business areas in the context of the intensifying global economic crisis. Within the framework of the research, the problems that resulted from the harsh sanctions policy of the company’s importing countries were identified. The article presents and analyzes the economic risks caused by the new geopolitical situation in the world. The paper attempts to forecast further possible trajectories of Nornickel’s sales development based on the impact of key trends in the economic, political, technological
and international environment.

Annotation:
The article deals with the issues of moral hazard management at transport industry enterprises, where professions by the degree of danger and harmful effects on a person do not exclude a high probability of a negative event: injury, illness, disability, death, damage to health. When assessing the amount of compensation for moral damage, a dual moral risk may arise: on the one hand, opportunistic behavior of the management or owners of the enterprise may be seeking to underestimate the amount of compensation, on the other hand, overestimation of compensation for moral damage lies in the interests of the employee whose health was harmed. The authors propose to consider this problem within the framework of the principal-agent theory, where the owners or management representing the interests of the enterprise are considered as the principal, and the employees of the enterprise pursuing their own personal interests are considered as the agent.

Annotation:
This paper presents an analysis of the market for power tools. Identified problems in the customs declaration of imported power tools. The inconsistencies associated with the unreliable declaration of goods were specified, their causes are determined and corrective and preventive actions are developed. Recommendations have been proposed to improve the quality of customs declaration of imported power tools. We used such research methods as analysis, identification, customs examination, methodological approaches to improve quality in accordance with the requirements of GOST R ISO 9001-2015, p.10.

Annotation:
The article deals with the issues of expanding environmental threats and developing approaches that provide a synthesis of socio-economic and environmental development. The evolution of the essence of determinism is revealed and for the first time the concept of a modern vision of environmental determinism that ensures the formation of an adequate (sustainable) development of society is presented. A universal matrix for assessing the conformity of the components of the field of environmental determinism has been developed. It is concluded that it is necessary to switch to a new concept of sustainable development management, taking into account the peculiarities of the dominance of ecology (environmental determinism), capable of meeting the needs of society without endangering future generations.
