Annotation:
The article is devoted to the study of the features of creative destruction in modern Russia based on the analysis of business demography data, primarily from the standpoint of entry and exit from the Russian market of enterprises in conditions of economic turbulence. The analysis of the demographic characteristics of organizations for 2017–2022 confirms that the life cycle of enterprises is closely related to the state of the macroeconomic environment, quality and changes in the business climate. It is necessary to update the study of demography of organizations (business demography) in order to make optimal management decisions and prioritize their implementation (depending on the characteristics of enterprises of various types of economic activity). This will avoid or minimize losses from various destructive situations, including sanctions pressure.

Annotation:
The article analyzes the relevance of the application and possible transformation of classical strategic development models. The model of sectoral strategic analysis is considered in the context of the ongoing processes of digital reengineering in the economy. Theoretical and empirical methods of analysis based on case studies and statistical data, formalization and systematization, methods of typology and modeling are used.
For the first time, a typology of ecosystems based on several classification features is proposed. The classical model of competitive analysis has been supplemented by a new factor – industry power in the form of ecosystem technology platforms, taking into account the significant positive and negative impact of this phenomenon.

Annotation:
The article is devoted to the study of key trends in the development of local self-government bodies, the analysis of the structure of local self-government bodies. The authors of the article analyze the current trends in strengthening the openness of municipalities through the introduction of initiative budgeting, consider in detail the infrastructure for supporting initiative budgeting of municipalities. Based on the results of the analysis, the study identifies the directions of digital transformation of municipal management systems and the key problems of this process. Much attention is paid to the assessment of the capabilities of the digital integrated platform «Open Municipality» for the population and the assessment of the work of local self-government bodies.

Annotation:
The article discusses the use of tax administration tools based on statistical analysis of non-traditional approaches, which make it possible in the short term to formulate forecasts and conclusions using the example of tax collections both at the regional and federal levels.
The author proposes to use correlation analysis as the basis for tax administration, which will allow us to outline possible cause-and-effect relationships and take it as a basis for identifying the consistency of tax collection indicators, and use trend analysis to estimate the expected value of taxes and fees.

Annotation:
The article analyzes the prospects and strategies for the development of the Arctic economy of Russia in the context of changing geopolitics. The specifics of the Arctic region, which determine the limitations and prospects for its development, are considered. Annotation:
The article discusses the most effective technologies in the personnel management of a modern organization. The advantages of using such methods as budding and shadowing during the period of adaptation of new employees are revealed. The agile technology in personnel management is analyzed, which allows to adjust personnel technologies to the existing situation, to respond flexibly to its changes, and also, through the use of psychological techniques, to realize not only the achievement of the goals of the organization, but also the right of each employee to achieve personal interests.
The relevance of protecting the organization’s employees from cognitive shocks and the role of managers in reducing the high emotional burden on employees in order to maintain high efficiency is shown. Methods of countering negative cognitive effects are considered.

Annotation:
The article is devoted to a review of theoretical approaches to the definition of the concept of «resilience» in the context of individual, team and organizational resources of sustainable activity. For theoretical analysis, articles reflecting the results of domestic and foreign research presented in the Russian Science Citation Index, Scopus, Web of Science were selected. The article defines individual resilience and the sustainability of individual work activities, examines the resilience of teams and the sustainable human resource management (HRM), summarizes the main findings, and notes the value of the results.

Annotation:
The article presents the results of studying the opinions of employees of cultural institutions regarding the structure of the organizational culture of their institutions. The assessment of the organizational culture structure was carried out according to the OCAI methodology Cameron and R. Quinn. Based on the statistical analysis of respondents’ assessments, the corporate feature of the culture of the studied sphere is revealed and its influence on the implementation of the state cultural policy is shown.

Centralization and decentralization of management in large western and russian companies

Annotation:
A study of the choice between centralization and decentralization in the management system in large Western and Russian companies is carried out. The advantages and disadvantages of each of the management systems are considered, examples of successful and unsuccessful transformation of companies with centralized and decentralized management systems are given, the balancing of companies between centralized and decentralized forms of management is studied, and a decision-making scheme for the transition from centralization to decentralization is given. Examples of «turquoise companies» are considered separately.
