The article was prepared based on the results of research carried out at the expense of budgetary funds under the state assignment of the Federal State Budgetary Educational Institution of Higher Education «Financial University under the Government of the Russian Federation» in 2025.

Annotation:
Small and medium-sized enterprises (SMEs) face difficulties and challenges that are critical for small businesses, such as rising production costs, increasing costs of financial resources, lack of skilled personnel, and insufficient capacity for innovation and technological development. The article discusses the successful experience of China in terms of supporting SMEs and overcoming existing problems, which allowed small businesses to largely overcome the existing difficulties and embark on the path of innovative sustainable development.

Annotation:
The article contains an analytical review of the problems of water market formation in Russia. The trends and patterns of water market development in different countries of the world are systematized. A model of the digital twin river basin management system is proposed. The model is aimed at improving the health of water bodies of the Ob-Irtysh basin by creating an integrated water resources management system, taking into account the creation of a centralized infrastructure for automatic data collection on the state of water bodies, providing relevant information to authorities at both the federal and regional levels.

Annotation:
In the course of the study, a review of the global marketplace market was carried out. It has been established that the top 10 global marketplaces include mainly marketplaces with a universal assortment that use the classic model of business organization. A study of approaches to the regulation of marketplaces in foreign countries, including the USA, EU, and China, is carried out. The study pays special attention to the issues of self-regulation in Russia, considers the content of standards of good practices when interacting with suppliers and representatives of pick-up points. The author concludes that it is necessary to regulate the activities of marketplaces in the following areas: in terms of interaction of marketplaces with suppliers and owners of pick-up points, consumer protection, ensuring the confidentiality of information, antitrust and environmental regulation, and the sale of certain types of goods.

Annotation:
The article is devoted to the study of the role of retail and wholesale trade in national and regional development, in ensuring the quality and standard of living of the population. It examines the essence of wholesale and retail trade, and provides a generalized assessment of the functions of wholesale and retail trade. In the empirical part of the article, an assessment of the wholesale and retail turnover of the federal districts is carried out, the share of retail and wholesale trade in the structure of Russia’s GDP sources by field of activity is analyzed, depending on gross value added. Special attention is paid to identifying barriers to trade development, determining the importance of wholesale and retail trade in trade turnover. The article identifies the key trends in the development of wholesale and retail trade. In order to minimize the impact of negative factors and barriers hindering the development of retail and wholesale trade, the authors formulated strategic directions for the development of trade.

Annotation:
The article discusses the stages of formation of innovation clusters in Russia and abroad, as well as the main directions of transformation of the management of innovation clusters. The role of digital technologies in the development of innovation clusters is shown. The features of the development of an innovation cluster are shown. A hybrid strategy for the development of an innovation cluster is proposed, which is a combination of a competitive strategy and a cooperation strategy. An analysis of the main directions of management development in innovation clusters was carried out.

Realizing of middle managers potential: assessment methodology

Annotation:
The study created and tested a methodology for assessing the potential of a middle-level manager to build a trajectory for his development. The methodology includes a group of methods defined by the author as contextual analysis: gamba observation, critical incident analysis and causal analysis. Verification and interpretation of the obtained signs was carried out using the Signs vs Samples method based on the facts of contextual analysis. It was found that the factor of realizing the potential of a middle-level manager is the attitude of a higher-level manager towards him. During the testing, it was revealed that the methodology allows you to create a trajectory not only for the development of middle managers, but also for adjusting management practices to further unlock the potential of employees.

Annotation:
The article discusses the application of the PEST analysis method in the strategic planning of digital technology implementation in healthcare. This analysis method allowed the authors to use a systematic approach in the strategic planning of medical organizations, namely: to determine political, economic, social, and technological factors influencing the digitalization process and to propose recommendations for improving the effectiveness of digital technology implementation. A complex approach to digital transformation russian industrial enterprises

Annotation:
It is shown that in the context of the ongoing change in technological and world economic structures in the world, the development of a domestic methodology for the digital transformation of Russian industrial enterprises has become relevant. It has been proven that this methodology should be created on the basis of a systematic approach to management and basic approaches to production management. A unified methodology for the digital transformation of Russian industrial enterprises has been developed, the key components of which are: a universal system for operational management of dynamic, diverse production; a unified model of operational and strategic management of the activities of an industrial enterprise; the main operating core in the industrial enterprise management system; a unified digital model of design, production and management at an industrial enterprise.
Methods and tools for the formation of key components in the management system of an industrial enterprise are proposed – dynamic plans and schedules for the long-term period. Based on dynamic schedules, the main operating core in the industrial enterprise management system was built to manage production, materials, personnel, equipment and technologies on a unified methodological basis. A unified digital model of design, production and management at an industrial enterprise has been built.

Annotation:
The article demonstrates the significance of the HR security system as an important tool in controlling and establishing effective organizational performance. It describes methods for identifying and analyzing the motives and incentives of young professionals’ work activities as potential HR risks within the business processes of managing personnel across generations. The research led to the development of a risk passport for the business process of motivating young professionals, which includes potential risks, measures, responsible parties for their mitigation, and outcomes following the implementation of the recommendations.

Development of cooperative forms of economy: challenges and prospects in Russia and Syria, practical recommendations

Annotation:
The article analyzes the mechanisms of regulation of the activities of agricultural consumer cooperatives based on the analysis of the Russian-Syrian experience. The problems of the entire cooperative sector of Syria are identified and recommendations for overcoming them are given. The parameters for the implementation of effective management of cooperative forms of economy are determined. In the future, it is expedient and relevant to continue the development of scientific concepts, methodology and best innovative practices in order to productively develop cooperation and interaction at the regional level.
