Journal Ethics and Publication Policy

General Provisions

The Editorial Board of the journal adheres to the principles of academic integrity, scientific objectivity, and responsibility in the preparation and dissemination of scholarly publications.

The activities of the Editorial Board are aimed at ensuring the high quality of scientific materials, protecting the rights of authors, reviewers, and readers, and fostering open and professional academic communication.

The journal’s editorial policy is based on the principles of editorial independence, transparency of manuscript evaluation procedures, and compliance with generally accepted standards of publication ethics.

The Editorial Board considers for publication original research articles containing the results of independent studies and corresponding to the aims and scope of the journal.


Editorial Policy

The Editorial Board makes publication decisions based on the scientific significance, relevance, originality, quality of presentation of research results, and compliance of submitted materials with the scope of the journal.

When evaluating manuscripts, the Editorial Board is guided solely by scientific criteria. Publication decisions are not influenced by the author’s gender, age, citizenship, nationality, position, academic degree, institutional affiliation, or any other characteristics unrelated to the scientific content of the article.

The Editorial Board ensures:

  • objective consideration of all submitted manuscripts;
  • confidentiality of information contained in manuscripts;
  • independence of the peer-review process;
  • equal access of authors to the publication procedure;
  • preservation of the scientific and editorial history of published materials.

The Editorial Board reserves the right to reject materials that do not correspond to the subject area of the journal, the requirements for scholarly publications, or the principles of publication ethics.


Publication Ethics

The journal follows the principles of responsible scholarly publishing and takes measures to prevent violations of publication ethics.

The main principles include:

  • publication of original research materials only;
  • proper acknowledgement of authorship and contributions of research participants;
  • accurate citation of sources used;
  • prohibition of plagiarism, falsification, and fabrication of research results;
  • prohibition of duplicate publication of the same research work without appropriate notification to the Editorial Board;
  • disclosure of information on research funding and potential conflicts of interest.

Authors are responsible for the accuracy of the research results presented, the correctness of the data provided, and respect for the rights of third parties.

If violations of publication ethics are identified, the Editorial Board takes appropriate measures depending on the nature and severity of the violation.


Authors’ Responsibilities

By submitting an article to the journal, the author confirms that:

  • the submitted work represents original research;
  • the article has not been previously published and is not currently under consideration by another journal;
  • all sources used are properly cited;
  • information about co-authors and their contributions to the research is accurate;
  • information regarding funding sources or conflicts of interest, if applicable, is disclosed in the article.

The author must promptly notify the Editorial Board of any errors or inaccuracies identified in the published article.

Authors of a publication are persons who have made a substantial contribution to the research, preparation of results, and writing of the article. Persons who have not participated in the research should not be listed as authors.


Editorial Board Responsibilities

The Editorial Board:

  • ensures objective and independent evaluation of submitted materials;
  • does not allow the use of information from unpublished manuscripts for personal or commercial purposes;
  • ensures confidentiality of manuscripts before publication;
  • communicates with authors regarding preparation of publications;
  • considers inquiries related to published materials.

The Editorial Board may publish corrections, additions, or retraction notices if significant errors or violations of publication ethics are identified.


Peer Review

All scholarly articles submitted to the journal undergo mandatory peer review.

The journal applies a double-blind peer-review procedure, in which information about the author is not disclosed to reviewers, and information about reviewers is not disclosed to authors.

The purpose of peer review is to ensure the quality of scholarly publications and provide an objective assessment of submitted research.

Reviewers evaluate:

  • relevance of the research topic;
  • degree of scientific novelty;
  • validity of the chosen methodology;
  • reliability of obtained results;
  • quality of analysis and presentation of the material;
  • scientific and practical significance of conclusions.

Reviewers must maintain confidentiality of submitted materials and must not use information from manuscripts before publication.


Conflict of Interest

All participants in the editorial process must disclose any potential conflicts of interest.

A conflict of interest may arise when personal, professional, or financial circumstances could influence the objectivity of manuscript evaluation or editorial decisions.

The Editorial Board takes measures to prevent conflicts of interest from affecting the review and publication process.


Correction and Retraction of Publications

The Editorial Board strives to maintain the scientific integrity and reliability of published materials.

If significant errors, inaccuracies, or violations of publication ethics are identified after publication, the Editorial Board reviews the relevant information and decides on appropriate actions.

Depending on the circumstances, the following may be published:

  • corrections;
  • clarifications;
  • editorial notices;
  • retraction statements.

Information about all changes made is preserved in the editorial history of the publication.


Correction of Errors

If authors or readers identify significant errors or inaccuracies in a published article, the Editorial Board reviews the submitted information and decides whether a correction, addition, or retraction notice should be published.

Before publication, the Editorial Board communicates with authors to clarify disputed issues, correct identified errors, and prepare the final version of the manuscript.


Openness of Scientific Information

The journal ensures the accessibility of information about published materials.

The journal website provides:

  • publication information;
  • information about authors and their affiliated organizations;
  • abstracts and keywords;
  • bibliographic information;
  • publication identifiers;
  • structured metadata.

Open access to information contributes to the dissemination of research results, accurate citation, and integration of the journal into modern scholarly communication systems.


Distribution of Materials Before and After Publication

Before publication, manuscripts may be distributed only with the consent of the Editorial Board and the authors.

After publication, journal materials may be used in accordance with the conditions established by the Editorial Board and the copyright holder.

Information about publications, including bibliographic data, abstracts, keywords, and publication identifiers, is made publicly available.

Full texts of publications are provided to readers under subscription terms established by the copyright holder.
